Residents of 826 Cherry Street were startled by the popping of nearly 30 balloons on Tuesday night. They were told it was for an assignment, but roommate Natasha L. Bolz said it was, "just really really annoying."
Kari Robinson takes a late night drive in downtown Oshkosh on Wednesday.
